In the recce we did, interviewing literally dozens of terminals and hundreds of safety professionals, we found that safety was largely..........

1. an "obligation"
2. lacked adequate SOP's and SWP's that were Risk Mitigation focused
3. there was a largely a COMPLETE absence of digitalisation, and Excel ruled supreme 
4. And as a consequence, training, awareness and compliance took a BIG hit.

In this environment - you are right, Zero Tolerance and its implementation is flawed. Should the C-Suite lack commitment, have budgetary constraints, work with a severely overstretched HSE team, and be focus on reporting as opposed to correction - a safe haven is beyond the horizon.

There "appeared" to be little time for Preventive Safety - and not a chance for Predictive Safety.

There are just TOO MANY "broken windows" of unaddressed violations.

So, what is the chicken and how do we get the golden egg of a Safety Culture to come about?

It is my and Quantum's belief, that should the leadership embrace Safety as a fundamental right, there is nothing outside of their power to create the environment for this.

Awareness is the easy one. Budgets should be reflected upon by consideration of a ROI as opposed to only spend.
